BRENHAM CITY COUNCIL TO DISCUSS SALE OF CERTIFICATES OF OBLIGATION

  

The Brenham City Council will consider issuing and selling combination tax and revenue certificates of obligation at its meeting Thursday.

The council will look at approving an ordinance which would authorize the issuance and sale of the certificates. Proceeds from the sale will go towards improvements to the city’s water utility systems and facilities, as well as construction of street and drainage improvements.

Brenham’s financial advisor, Garry Kimball of Specialized Public Finance, will bring a presentation summarizing the official bids for sale of the bonds. In addition, the city intends for its bond counsel, Bracewell LLP, to have the ordinance complete with pricing at the meeting.

Also on the agenda, the city council will look at a project to replace 11,000 feet of existing water main. Three bids were received for the project, which is expected to take up to two years to complete.  The low bid of Barclays Premier Utility Services, coming in at $1.35 million, has been recommended by Strand Associates.

The bid includes the replacement of mains on Blinn Boulevard, West First and Fifth Streets, North Douglas, North Park, North Baylor, Vulcan and Prairie Lea Streets. The bid also included alternates for Hudson and Mulberry Streets.

The city will also look at a professional agreement with Strand Associates, for services related to the water line extension to the new Washington County Road and Bridge facility. Washington County Commissioners approved an agreement with the city at their meeting last week for the 12-inch water line, which will be extended 3,100 feet.

Councilmembers will also continue discussion on an amendment to allow accessory dwelling units, after tabling the motion at their last meeting on February 7th.  A vote was put off by the council, which agreed the amendment needed adjustment.

Also in session, councilmembers will:

  • Hear a series of reports from the Brenham Police Department.
  • Consider a new fee schedule for Brenham Animal Control Services and the Brenham Pet Adoption and Care Center.
  • Act on abandonment of a 12-foot wide alley bounded on the north by West First Street, on the east and west by Brenham Wholesale Grocery Co., Inc., and on the south by the remainder of the alley.
  • Consider rejection of bids for the 2018 Louanna Estates subdivision drainage project.
  • Look at a one-year contract extension for mowing and cleanup services for various city departments, and for the purchase of refuse bags for the sanitation department.
  • Consider purchase of a backhoe and mini excavator for the central fleet.
  • Consider a pair of ground space lease agreements for hangar space at the Brenham Municipal Airport.

In addition to the council’s standard meeting at 1 p.m., there will be a special meeting at 10 a.m. where councilmembers will meet with third grade students at Alton Elementary School. The council will discuss the basics of city planning with the students, and view template city project presentations.  Each of the meetings will be held at City Hall.
