TROOPER IN BLAND CASE PREVIOUSLY DISCIPLINED

The Texas DPS trooper who arrested a Chicago-area area woman after a confrontation that began with a traffic stop had been cautioned about "unprofessional conduct" in a 2014 incident while he was still a probationary trooper.

According to the Associated Press, the disciplinary entry regarding Trooper Brian Encinia, was contained in his personnel file.

The department released the file Friday in response to Freedom of Information requests.

Encinia arrested Sandra Bland back on July 10th. She was found dead in a jail cell in Hempstead on July 13th. Officials say she used a plastic bag to hang herself.

Encinia's performance evaluation for September and October 2014 referred to him receiving "a written counseling for unprofessional conduct ... occurring while at a school in Austin."

The circumstances of that conduct weren't specified.

  1. No the officer didn’t physically have anything to do with her committing suicide (if that’s wat really happened to her) but Sandra should have never went to jail if she was pulled over for failing to signal! And I’m sure y’all ?have seen the video and saw he was very rude and unprofessiomal! Like u have to imagine beinging confined in a cell without windows or any freedom and knowing you shouldn’t be there! And as far as her family not being able to get her out is their business! Why should she have to pay to get out of a place she legally shouldn’t have been! So no he didn’t physically cause her suicide but he did have some dealing with her emotional and mental state which could lead to her “suicide”!

  2. Where was all these protesters at when Mrs. Bland need to make bail???? I mean no one bailed her out. Maybe that was depressing in its self that she had no one to come for her. Boy everyone wants to be in the spotlight Now!!!

  3. His file states “unprofessional conduct” but does not say exactly what that conduct was. I’m sure it had more to do with having “too much fun” than it does with anything pertaining to this case. I agree with FD-his arrest of this person has nothing to do with her suicide. My biggest question is, where was her family? Why did they let her sit there for 3 days on such a minor offense? They knew she had a new job waiting. Obviously they had the money, they had no problem booking a flight or hiring the “X” guy to protest with them. I think her friends and family who abandoned her in her time of need should be held accountable!

  4. If anyone has ever read my comments before u know I am not a fan of the police however enough is enough this officer had no fault in this women commiting suicide. What does his past have anything to do with her commiting suicide! Stop trying to draw attention to him for her bad decisions enough is enough hold the right person responsible for her acts it is not this officer!!!!
