The board is required to develop a reappraisal plan biennially for the periodic reappraisal of all property in the appraisal district’s boundaries.  Chief Appraiser Dyann White said the plan ensures that all real and personal properties in the county are inspected at least once every three years.

The plan lays out the activities needed when conducting reappraisals.  Those include defining market areas, identifying and updating property characteristics affecting value in those market areas, applying conclusions from an appraisal model to individual properties, and reviewing appraisal results to determine value.

Also on Tuesday, the board voted on how to proceed with $50,358 that was left over from the purchase of appraisal and collections software.  The board agreed to transfer the funds to the appraisal district’s regular bank accounts.  White said this allows the district to either return the surplus to taxing entities according to their percentage of the appraisal district budget, or reallocate the money to other uses, which would require a budget amendment.

In addition, the board waived approximately $2,999 in penalty and interest associated with a late share payment by Brenham ISD.  According to White, the school district missed its May payment but paid it as soon as the late payment was discovered.

Board members also approved the appraisal district’s annual contract with Brenham ISD, authorizing the school district to perform all duties of the appraisal district.  The cost is equal to the appraisal district budget for the 2024-25 tax year, which is $1,412,975.
