BRENHAM PLANNING & ZONING POSTPONES VOTE ON REZONING FOR REDEEMER CHURCH, CITADEL CHRISTIAN SCHOOL, KRAUSE ELEMENTARY
A procedural error led to no vote by the Brenham Planning and Zoning Commission on Monday for a city-requested rezoning of over 75 acres of property.
The item in question involved changing the zoning classification for Redeemer Church and Citadel Christian School, 2111 South Blue Bell Road, as well as Krause Elementary School, 2201 East Stone Street, from R-1 Single-Family Residential to B-1 Local Business Mixed Residential.
At the opening of the meeting, City of Brenham Development Services Director Stephanie Doland explained that city staff discovered earlier in the day that required notification was not sent out to the correct addresses for some of the land around the area being rezoned. Because of this, Doland said the city will have to go through the notification process again and hold the rezoning public hearing at a later date, currently scheduled for February 24th.
The commission still accepted comments from several members of the public who attended to voice opposition to the item. Among the three residents who spoke was Wade Seidel, president of the Property Owner’s Association for the Oak Alley subdivision, who said homeowners in the subdivision are not in favor of a change that could take away their neighborhood’s quiet way of life.
Redeemer Church and Citadel Christian School consist of 44.876 acres, while the property for Krause Elementary School makes up 30.3998 acres.
Currently, institutions like churches, schools and philanthropic uses in the R-1 district are designated as specific uses, meaning any major construction would require a specific use permit recommended by the commission and approved by the city council. The city says the proposed rezoning would be a step towards the envisioned non-residential use of the future land use plan.
In other business on Monday, the commission appointed a chair, vice chair and secretary to serve for 2025. Commissioners elected to retain their same structure as the previous year, keeping Keith Behrens as chair, Dr. Deanna Alfred as vice chair and Calvin Kossie as secretary.
Commissioners also approved a residential replat request from Ted and Rosa Dean for a total of 6.211 acres at 164 and 174 Lounge Road. The property owners desired to replat the two existing properties into three lots to allow for the development of an additional single-family residence.
During a staff report, Doland told commissioners that a text amendment will likely come before them next month in a workshop setting to discuss the use of vape shops in Brenham. Doland asked commissioners to consider whether the city should consider establishing separation requirements, like alcohol sales or proximity to homes, schools and churches.
