BRENHAM CITY COUNCIL APPROVES TAX PHASE-IN AGREEMENT, REINVESTMENT ZONES

  

Business expansion was a recurring subject at Thursday’s Brenham City Council meeting, as three local companies presented requests to aid in their growth.

The council adopted a commercial tax phase-in agreement with Stanpac USA LLC.  It also approved commercial tax phase-in reinvestment zones for Valmont Industries, Inc. and North Park Development LLC, a step necessary to move forward in the abatement process.

The agreement with Stanpac allows the company to receive tax phase-in incentives for eligible property improvements and job creation as it purchases new equipment to expand its line of products.

Stanpac Vice President of Finance Brent Roszell said the company, which primarily manufactures packaging for the ice cream industry, is looking to branch out into making food service items at its Brenham facility, specifically paper coffee cups. 

According to City of Brenham Economic and Community Development Director Teresa Rosales, Stanpac currently has 249 employees at its Brenham location at 801 Mangrum Street.  Rosales said the company anticipates adding 10 employees and doubling sales to $12 million within a few years.  The total capital investment for the expansion project is $5.5 million. 

The reinvestment zones designate 80.088 acres at 2551 Valmont Drive and 2.998 acres at 1809 North Park Street as eligible for tax phase-in. 

Valmont, which owns 80 manufacturing facilities in 20 countries, wants to expand its production capability in Brenham to meet increasing demand for its infrastructure products.  Rosales said expansion will result in larger capacity across its three product lines and going from 258 to 398 jobs.  The capital investment is projected at $57,595,000.

North Park Development LLC, doing business as PlanNorth Architectural Co., seeks to move its office location from 107 South Baylor Street in downtown Brenham to the property on North Park Street.  PlanNorth will construct a 7,600-square-foot brick building to serve as the company headquarters for its 12 employees, with the intent to also offer office space for lease.  Rosales said $2.5 million of the total expected capital investment of $2,775,000 would be eligible for tax abatement.

Another economic item, that being a potential Chapter 380 agreement with Academy Sports + Outdoors, was planned for discussion but postponed to a council meeting next month.
