THREE ARRESTED IN CONNECTION WITH ILLEGAL ABORTIONS CASE IN WALLER COUNTY

  

The Waller County Criminal District Attorney’s Office, working with Attorney General Ken Paxton’s office and the Medicaid Fraud Unit have announced the arrests of three people in an illegal abortions case.

48-year-old Maria Margarita Rojas, also known as “Dr. Maria”, and 29-year-old Jose Cendan Ley have been charged with Performance of an Abortion, a second-degree felony, and Practicing Medicine Without a License, a third-degree felony. Their bond was set at $500,000 for the Performing an Abortion charge, and $200,000 for the Practicing Medicine Without a License Charge.

According to the Attorney General’s Office, Rojas allegedly performed illegal abortion procedures in violation of the Texas Human Life Protection Act of 2021.

At her clinics in Waller, Cypress, and Spring, they are accused of unlawfully employing unlicensed individuals who presented themselves as licensed medical professionals in order to provide medical treatment.

Waller County Criminal District Attorney Sean Whittmore sent out a release saying that he had asked the Attorney General’s Office for assistance in the case. An Assistant Attorney General from the Medicaid Fraud Control Unit has been sworn in as a Special Assistant Criminal District Attorney to prosecute the case on Waller County’s behalf.

The Attorney General’s Office also announced the arrest of 54-year-old Rubildo Matos in connection with the case. He was taken into custody after returning to the U.S. from Cuba.

Matos is also charged with conspiracy to practice medicine without a license.
