BRENHAM CITY COUNCIL ACCEPTS HOT MIX ASPHALT BID

The Brenham City Council accepted a bid for hot mix asphalt at its meeting today (Thursday).
After reviewing bids from three companies, councilmembers accepted a nine-month term from Waller County Asphalt for $75 a ton if picked up onsite by city staff and $84 a ton if delivered by Waller County Asphalt to the job site. Due to rising prices in the asphalt market, the rate for delivered asphalt is $20 a ton more than the city’s previous contract.
Kyle Branham, Purchasing and Central Fleet Supervisor, said the city had options for six-month, nine-month and twelve-month terms, but chose the nine-month term in order to allow it to go out for bid again once prices have—hopefully—decreased.
The city is not alone in dealing with higher costs for road materials. Washington County Commissioners voted on May 3rd to accept the lone bid they received for seal coating, which increased the cost for one course and two course seals by 50 and 78 percent, respectively. They also approved price increases for oil and asphalt contracts at their meeting last week, which raised the cost of hot mix asphalt by approximately 12 and 23 percent.
Also at today’s meeting, the council:
- Approved a third addendum to the memorandum of understanding between the city and Brenham Main Street Historical Preservation, Inc. In January, the city approved an addendum to the agreement to continue offering reimbursement of interest-only payments made by the Historical Preservation on the existing loan covering The Barnhill Center. The addendum continues the payment agreement until January 1, 2023. The total amount of reimbursement payments from the city to the organization, pursuant to the third addendum, will not exceed $18,000.
- Approved an interlocal agreement between the city and Purchasing Solutions Alliance for a Brazos Valley Council of Governments purchasing cooperative for public agencies. The contract will offer supplies for technology, printing, janitorial, breakroom, safety and furniture. Becoming a member of the cooperative purchasing program comes at no cost to the city.
- Held a public hearing and approved the rezoning of a 1-acre tract at 151 FM 109 from a manufactured home residential use district to a commercial research and technology use district. Glenwood Vierus is in the process of purchasing the land and seeks to redevelop the site with warehouse storage and office use.
- Denied a noise variance request from Brenham Outlaws for a Juneteenth event on June 18th at Hattie Mae Flowers Park from 9 to 11 a.m. Deputy City Secretary Karen Stack said the organization has had variances granted for similar events in the past, and has generated complaints. She said staff also presented concerns about limited parking spaces at the park compared to the anticipated size of the event, while the police department raised concerns about a history of disturbances caused by attendees.
- Approved an agreement with TxDOT to temporarily close state right-of-way in connection with the Hot Nights, Cool Tunes summer concert series being held on July 9, 16, 23 and 30.
