LACK OF QUORUM PREVENTS VOTE ON BLUEBONNET HAVEN RESOLUTION

The lack of a quorum prevented City Council from taking a vote today (Thursday) on a resolution opposing the Bluebonnet Haven Residential Treatment Facility. With Mayor Tate, and councilmembers Charlie Pyle and Weldon Williams being out, the council was right at the minimum of 4 members for a quorum. One of the council members served as a contractor on the Bluebonnet Haven facility and had to recuse themselves, forcing the council to put off the vote until a future meeting.
Bluebonnet Haven is currently under construction on Highway 36 South of Brenham and could begin housing troubled teens in the fall of this year. The Washington County Commissioners and the Brenham ISD Board of Trustees both approved their own resolutions opposing the facility at their most recent meetings.
Council member Susan Cantey said she would be in favor of the resolution and added that this type of facility should not be located in the county. Council member Keith Herring said that the state has put the cart before the horse in requiring the facility to be built before it is licensed. He said it looks like the state is rubber stamping the approval before the facility is built, and he strongly objects to that.
The proposed city resolution cites the facts given in the Brenham ISD resolution and says the facility will have a detrimental effect on the resources and finances of the school district.
