BURTON SCHOOL BOARD TO DISCUSS BOND ITEMS

  

Discussion on the 2021 bond project will top the agenda for Wednesday’s special meeting of the Burton School Board.

Trustees will hear presentations from Ryan Lione of Powell Law Group, Antonio Naylor of Reliance Architecture and Joe Carlock of DSA Construction Management.

After their presentations, the board will potentially select an architect, construction delivery method and construction manager-agent for the project.  It will also consider adopting a prevailing wage rate and giving the superintendent authority to work with the district’s legal counsel on the board’s behalf to negotiate and execute the necessary construction contracts related to the project.

Wednesday’s meeting was prompted after trustees decided last week to hold off on further action and instead hold a follow-up meeting to ensure the board is fully in understanding on how it wishes to proceed.

The board will meet Wednesday at 5 p.m. at the Burton High School Auditorium.

  1. “Texas Government Code does not require a request for proposals or request for qualifications to select an architect or construction manager-agent; the school board is allowed to select them at their discretion based upon competency and demonstrated qualifications.”

    While this may be true, the district may be doing itself a disservice by not requesting competing proposals to review. Multiple companies will have the competency and qualifications to complete a project. However, some are able to provide construction management services for a lesser fee. Assuming you will get the same quality from two competing companies, a difference of just a few percentage points can add up to a substantial fee when considering a multi-million dollar project.
