The facility will be the first building on the Waller Campus. It is planned as an approximately 82,000-square-foot, three-story structure that will include classrooms, laboratories, student support areas and administrative spaces that will serve as the foundation for future campus development.
In related action, trustees authorized the College to proceed with issuing and selling $55.5 million in Series 2026 revenue bonds. The bond proceeds will support construction of the academic building, with the remaining project costs coming from Blinn’s cash reserves. Blinn will also use its reserve to establish the bond reserve fund and pay the cost of issuing the bonds.
Construction is already underway on a 17,000-square-foot Waller Workforce and Technical Education Complex that will begin offering classes in the summer.

Other board business included the presentation of the fall 2025 enrollment report, given by Vice Chancellor for Student Services Dr. Becky McBride. Blinn’s certified fall enrollment came in at 18,362 students, a 1.5 percent increase from last fall.
