BRENHAM CITY COUNCIL TO VOTE ON ISSUING CERTIFICATES OF OBLIGATION, NAMING INTERIM CITY MANAGER, LOWERING SPEED LIMIT ON HIGHWAY 36 SOUTH

  

The Brenham City Council will meet Thursday to consider issuing up to $14.46 million in certificates of obligation (COs), naming an interim city manager, and setting a lower speed limit on Highway 36 South.

The city plans to use the proceeds from the sale of the COs for improvements to waterworks, sanitary sewer and drainage utility systems; upgrades to streets; work on the fire stations; and the purchase of new fire trucks.

The council authorized notice of intent to issue the COs in January.

Another item of note will come after an executive session, where councilmembers will potentially appoint an interim city manager.  Carolyn Miller is retiring after a 21-year career with the city, including as city manager since 2021.

In other business, councilmembers will act on an ordinance to reduce the speed limit on Highway 36 South, beginning at the Highway 290 feeder road. 

The city says TxDOT has performed a traffic study and is recommending lowering the speed limit from 50 mph to 40 mph from the Highway 290 feeder to approximately 0.525 miles out.  The speed limit would remain 55 mph the rest of the way south to the city limits at Anderson Lane.

Also in session, the council will:

  • Consider a pole attachment agreement with FiberLight LLC related to various attachments on utility poles within city limits.  The agreement grants FiberLight a non-exclusive license to install, maintain, relocate and remove attachments for the purpose of providing telecommunications services in the community.
  • Take up a change order and final payment to Techline Sports Lighting LLC for the installation of field lighting at Henderson Park.  The proposed change order is an addition of $2,750 and would bring the total project to $271,172, remaining below the budgeted amount of $275,000. 
  • Act on final payment to Solid Bridge Construction related to the Hurricane Harvey General Land Office Community Development Block Grant Mitigation Program.  The project covered seven sites, including the Burleson Street low water crossing, Higgins Branch Creek at Henderson Park, Hogg Branch Creek from Key Street to Day Street, and drainage improvements on Jefferson Street, Baylor Street, East Commerce Street, Dark Street, Seelhorst Street, Clinton Street and Tom Dee Street.
  • Vote on authorizing the submission of a Texas Community Development Block Grant Program application to the Texas Department of Agriculture for the Downtown Revitalization Program.  The program provides up to $1 million in funding, with a required 5 percent local match. 

The council will meet Thursday at 1 p.m. at Brenham City Hall.
