The Waller County Sheriff’s Office Livestock Division, in coordination with an Environmental Crimes Investigator, concluded a multi-week investigation into an animal cruelty case with an arrest.

Doug James Smith of Waller County was arrested on Monday for two counts of Cruelty to Livestock Animals. He was transported and booked in to the Waller County Jail in Hempstead.

According to a press release from the Sheriff’s Office, deputies observed multiple animals without adequate access to food and water, resulting in visible signs of malnourishment and dehydration.

Deputies made efforts to educate the animal owner, Smith, on proper livestock care and applicable Texas state laws; however, he failed to comply.

During a follow-up interaction, Smith granted deputies access to the property. While on scene, deputies identified two calves in critical condition that required immediate medical attention.

The calves were seized and transported to the Texas A&M Veterinary Medical Teaching Hospital for evaluation and treatment. Despite extensive life-saving efforts by veterinary staff, both calves ultimately succumbed to their condition.

Following the arrest, Waller County Sheriff Troy Guidry said that his Office remains committed to protecting the welfare of all animals and holding individuals accountable for acts of neglect and cruelty.
