BRENHAM CITY COUNCIL TO POTENTIALLY NAME CITY MANAGER
The Brenham City Council will potentially take action on the city manager’s role at its meeting on Thursday.
The council is scheduled to hold an executive session before possibly voting on appointing a city manager and approving an agreement for professional services and employment as city manager.
Megan Mainer has held the position as an interim since April, following the retirement of Carolyn Miller. Mainer first joined the city in May 2025 as assistant city manager and has over 17 years of municipal government experience, including with the Cities of Angleton, La Porte, Lake Jackson and Huntsville.
In other business, councilmembers will take up a professional services agreement with Strand Associates, Inc. for on-call engineering services for the 2026-27 Fiscal Year. The city has utilized third-party engineering services since 2020 due to not having a full-time city engineer in the Development Services Department. The cost for the agreement is not to exceed $120,000.
Also in regular session, the council will consider mutual termination of a professional services agreement with Strand Associates for engineering, design and construction administration services to extend Aviation Way at the Brenham Municipal Airport. That will be followed by a vote to re-establish the agreement; the city says the previously executed agreement must be replaced with a revised agreement in order for the Texas Department of Transportation to complete its review and finalize the project funding process.
The project scope, negotiated fee and schedule are unchanged from when the agreement was originally approved in July. The city is looking to use funding from the Airport Infrastructure Grants program to extend Aviation Way and complete general civil site preparations to allow for future hangar construction. The project is not expected to exceed $306,600, with the city’s out-of-pocket cost estimated at $14,600. The city will front the costs and receive reimbursement from TxDOT.
Another item is a change order and final payment to Stolz Mechanical Contractors for $295,462 to rehabilitate the wastewater treatment plant and process aeration blowers. There is also an ordinance on its first reading to authorize placing stop signs on Muse Street at its intersections with Crockett Street and Oak Street.
Other executive session matters not involving the city manager’s position will include discussion with the city attorney regarding legal issues related to a potential agreement with the owner of a current development project, as well as discussion on the employment of an economic development and tourism director. No action is slated to be taken.
The council will meet Thursday at 1 p.m. at Brenham City Hall.
