WASHINGTON CO. COMMISSIONERS TO GO OUT FOR PROGRAM MANAGEMENT SERVICES
Washington County Commissioners approved the county to seek program management services for future projects at their meeting today (Tuesday).
Commissioners agreed to advertise requests for qualifications (RFQ’s) for a program manager for various projects with the county’s capital improvement programs.
Responses will be due June 3rd at 5 p.m. in the County Clerk’s Office, while the point of contact will be the County Auditor.
County Judge John Durrenberger said the court feels it is necessary to get the RFQ’s now for future projects, so the county can have a program manager to act on the county’s behalf when working with architects and through the bidding process. He said the court does not have the expertise to oversee these projects, so RFQ’s will be accepted to find people who are qualified.
Commissioner Candace Bullock said it’s important for the county to go out for these services, as often times the court is tasked with performing lengthy research to make informed decisions on projects. She noted a project manager would not be able to make decisions on the projects without approval of the court.

Commissioners tabled an agreement with ECM International Inc. for program management services at the Road and Bridge Facility, being built on Highway 36 North. County Attorney Renee Mueller said at the meeting she had not had the chance to review the agreement.
The court also held a quiet public hearing on and approved adding center line stripes on Flewellen Road, off of Highway 105 in Precinct One. Both Precinct One Commissioner Don Koester and County Engineer Ross McCall said they have received several requests from the public asking for these lines to be added.
The double center line yellow stripe will be added 200 feet south of Whitman Road for a distance of 1.25 miles, and just under a tenth of a mile south of Highway 105 for a distance of 2,000 feet.
Commissioners also issued a pair of proclamations, declaring May 5-11 as both National Correctional Officers Week and Travel and Tourism Week. During the Correctional Officers Proclamation, Washington County Sheriff’s Office Captain Eric Hensley said the job as a corrections and detention officer often goes unnoticed.

Commissioner Kirk Hanath said society is often very far removed from that part of law enforcement, and called it “grueling work”. Durrenberger said it “takes a special person and special dedication” to do what those officers do.
During the Travel and Tourism Week proclamation, Durrenberger recognized local tourism partners Jennifer Eckermann, Melinda Faubion and Natalie Lange, saying they “work very hard to make [Washington County] a tourism destination, and it’s paying off”.
Commissioners also approved:
- Request for proposals for a wage study consultant. The deadline to receive proposals is May 20th at 5 p.m. at the County Clerk’s office.
- A request from County Engineer Ross McCall to purchase Asset Essentials Software Program for $15,580 from Dude Solutions. McCall said the program will better help manage operations and maintain accountability in the Road and Bridge Department, at the fraction of the cost of an employee.
- The appointment of John Chancellor, Larry Neveaux, Paul Aschenbeck, and John Wick to the Homeland Security Advisory Committee. They also approved the reappointment of Ricky Boeker, Kirk Hanath, Kevin Deramus, and Bryan Ruemke.
- The purchase of a Fujitsu Color Scanner for JP Precinct One. The purchase comes out of the JP Technology Fund at $879.
- A resolution certifying the county has granted $61,999.92 this year to the Washington County Healthy Living Association (WCHLA), and that the county approves WCHLA’s accounting system or fiscal agent, in order for it to be eligible to receive funds from the Texas Department of Agriculture home-delivered meal grant program.
- Formal notice for a road bore by PGMS-Central Washington County Water Supply for a service line repair at 410 Farmers Road in Precinct Four.
- Formal notice of a pipeline crossing at Oevermann Road by Wildhorse Resources in Precinct Four.
- Formal notice for a temporary water line by GeoSouthern Chalk II on Mayer Cemetery Road in Precinct Four.
