BRENHAM CITY COUNCIL TO REVISIT ZONING ORDINANCE CHANGES

  

The Brenham City Council will bring back the recently approved ordinance amendments pertaining to R-1 single-family residential zoning at its meeting Thursday.

When the council met on September 21st, it approved revisions that would allow duplexes and twin homes on lots of at least 7,500 square feet in areas zoned R-1, as long as they receive specific use permits from the council and Planning and Zoning Commission.

The city says that due to additional concerns regarding the changes to the R-1 specific use provisions, and in order to allow further discussion, the zoning text amendments are being divided into two separate ordinances to be considered.

First, councilmembers will perform the second reading of the ordinance for the text amendments for R-2 mixed residential zoning, the noise ordinance and variances.  The changes were approved on September 21st without much council discussion.

After that, the council will do the first reading of the ordinance for the changes to the R-1 district.

Also on Thursday, the council will hold a work session for an update on the Smithsonian’s Museum on Main Street Program, which is scheduled to bring its traveling exhibit to Brenham in December 2024. 

There will also be action on a resolution to set a public hearing to consider land use assumptions and a capital improvement plan for the possible adoption of impact fees, which are intended to assist in future capital improvement projects for water, wastewater and roadways.  The target date for the public hearing is December 7th

In other business, the council will:

  • Potentially accept a proposal for restroom and locker room improvements at the Blue Bell Aquatic Center. 
  • Vote on an ordinance on its first reading amending the city’s 2023-24 adopted budget.  The city is considering using $488,259 in budget savings from the 2022-23 budget to address critical capital and maintenance needs. 
  • Consider the purchase of a freightliner dump truck for the city’s wastewater construction department through The Interlocal Purchasing System (TIPS.  The purchase price is $109,641.
  • Vote on a financing proposal from Bank of Brenham for the purchase of a freightliner dump truck for the city’s wastewater construction department.  The proposal is in the amount of $109,641 with a five-year note and an interest rate of 6.875 percent.
  • Act on a temporary resale amendment to the system water availability agreement between the city and the Brazos River Authority.
  • Consider a water supply resale agreement between the city and Dow Chemical Company related to the temporary resale of water.  The company is requesting the purchase of 774 acre-feet of the city’s excess water.  Due to the continued drought conditions, the city is wiling to sell 387 acre-feet of the requested amount.  The company will pay $36,184 for the specified amount of water. 
  • Consider an interlocal agreement relating to the operation and maintenance of the Brazos Valley Wide Area Communications System (BVWACS).
  • Act on the third restatement of the interlocal agreement for the construction, acquisition, implementation, operation and maintenance of BVWACS.
  • Hold executive session discussion regarding Aviators Plus, LLC v. City of Brenham, Cause No. 37896, 21st Judicial District Court, Washington County; and Victor Martinez v. Arch-Con Corporation and City of Brenham, 335th Judicial District Court, Washington County.

The council will meet Thursday at 1 p.m. at Brenham City Hall.
