BRENHAM CITY COUNCIL AUTHORIZES NOTICE FOR $14.4 MILLION IN CERTIFICATES OF OBLIGATION, DISCUSSES ‘ICE CREAM CAPITAL’ BRANDING
The Brenham City Council formally gave notice of intent today (Thursday) to issue up to $14.46 million in certificates of obligation (COs) for various projects.

Chief Financial Officer Julie Flagg said the COs will consist of $7 million for the purchase of two fire trucks, the remodel of the existing fire station, other public safety purposes and street reconstruction. They will also include $5.8 million for the remaining portion of the water treatment plant expansion and $1.52 million for drainage projects.
The city’s notice of intent will be published on the city’s website and in the Brenham Banner-Press. The COs will come back to the council for action at its April 2nd meeting.

Other business today included a work session on a logo and brand guide developed to reflect Brenham’s status as the “Ice Cream Capital of Texas”. Texas lawmakers passed a resolution during the 2025 legislative session to grant the designation to Brenham for a 10-year period, ending in 2035.
Assistant City Manager Megan Mainer said staff from Visit Brenham reached out to local graphic artist companies and ultimately contracted with James Pharaon Creative for graphic design services to develop a branding package. She said a working group made up of staff from Visit Brenham, Blue Bell Creameries, the Tourism Advisory Board and the Brenham City Council has been meeting since the fall to provide feedback on the development of the logo. The brand guide will determine the logo’s potential uses.
Councilmember Leah Cook, one of the members of the working group, said the group put a lot of thought into the discussion and that she is excited to start seeing the logo in use. Mayor Pro Tem Clint Kolby said he believes this will be a great marketing campaign.
Also at today’s meeting, the council:
- Approved a resolution providing for the approval of updated bylaws for the Main Street Advisory Board.
- Held an executive session regarding the purchase, exchange or acquisition of real property for City of Brenham Electric Department improvements and facilities. No action was scheduled to be taken.
