WASHINGTON CO. COMMISSIONERS TO DISCUSS GROUNDWATER CONSERVATION DISTRICTS, REDESIGNATING REINVESTMENT ZONE
Washington County Commissioners will hold a pair of meetings next week.
The first meeting will be a workshop on Monday to discuss and receive an overview on groundwater conservation districts (GCDs). GCDs have authority to regulate the spacing of water wells or the production from them.
According to the Texas Water Development Board, the districts cover nearly 70 percent of the area of the state. There are 98 districts in the state, including 60 for a single county and 38 that cover multiple counties.
Neighboring GCDs include the Bluebonnet GCD (Austin, Grimes, Walker, Waller counties); Brazos Valley GCD (Brazos and Robertson counties); Colorado County GCD (Colorado County); Fayette County GCD (Fayette County); Lost Pines GCD (Bastrop and Lee counties); and Post Oak Savannah GCD (Burleson and Milam counties).

The workshop on Monday will begin at 9 a.m. and will be held at the Bluebonnet GCD in Navasota, 1903 Dove Crossing Lane, Suite A.
At the commissioners court’s regular meeting on Tuesday, members will hold a public hearing and possibly vote on an order for proposed redesignation of 173.1 acres as a reinvestment zone for commercial tax phase-in, as requested by Corrosion Resistant Alloys, a manufacturer of corrosion-resistant alloy tubes in the oil and gas industry.
The reinvestment zone for the company, which is located at 4300 Highway 290 East and broke ground for construction in March 2022, is set to expire. Information included in the meeting’s agenda packet states that the expectation is for the first phase of the Brenham Campus to be fully operational by March. The company intends to apply for its first year abatement prior to the April 30, 2026 deadline.
Other business will include:
- Appointing Doug Smith to the Washington County Historical Commission for the remainder of the 2025-26 term.
- Authorizing the county auditor to advertise and solicit sealed proposals for Washington County lawn services in accordance with applicable county purchasing requirements.
- Authorizing the county auditor to advertise and solicit sealed bids for a Washington County Ford F-450 ambulance chassis in accordance with applicable county purchasing requirements.
- Considering renewal of the bond for County Engineer Wesley Stolz.
- Voting on a contract for representation of indigent defendants for district court.
- Discussing formal notices from Industry Communications for new service line installations across the county right-of-way of Sandtown Road, Winedale Road and Bascome Lane in Precinct 4.
The court’s regular meeting on Tuesday will start at 9 a.m. at the Washington County Courthouse.
