17 INDICTED IN WASHINGTON COUNTY 21ST GRANDY JURY
The Washington County 21st Grand Jury indicted 17people on Tuesday.
Six of those indicted were for possession of a controlled substance. 30 year old Bennie Byrd of Brenham, 22 year old Jeremy Burks of Katy, 21 year old Christopher Butler of Brenham, 20 year old Stephen Calvert of Houston, 34 year old Jacky Teague of Houston, and 47 year old Dawn Thompson of Willis.
Also indicted in the 21st Grand Jury this week were:
17 year old Billy Ray Dixon Jr., 17 year old Josey James Rogers, and 18 year old Christopher Stefanik, all of Brenham each on separate counts of engaging in organized criminal activity.
17 year old Devin Campbell of Sealy and 23 year old Ryan Jasso on separate counts of burglary of a habitation.
46 year old Randall Scott Guerra of Brenham for a 3rd DWI offense.
39 year old Freddie Mitchell Hampton, Jr. of Somerville for unlawful possession of a firearm by a felon.
29 year old Justin B. Montgomery of Round Rock for tampering with physical evidence.
37 year old Kelvin Earl Moore of Brenham for possession of a controlled substance as well as evading arrest/detention previous conviction.
28 year old James Pennygraph III of Brenham on three separate counts of delivery of a controlled substance.
30 year old Juan Telsede of Brenham for evading arrest with a vehicle.
The DA and the Sheriff are doing a good job. The rest is up to the citizenry.
Most of these offenders will get probation, community service and court costs. The majority will fail to meet the terms of the probation almost immediately and will do little or no community service. But they pay those court costs. $$$. They will not be picked up for failing to meet probation terms, no matter how many meetings they miss. So no punishment, they repeat the crime, and the cycle starts all over again. Is it any wonder that good men like Rex Phelps walk away from this mess? Citizens, only you can break this cycle by a change of officials. This cash register court house must be shut down, and a competent justice system established. Change starts here.
90% of the defendants that come through the felony court system are indigent. They aren’t paying the court costs – YOU are. The court house bleeds money, not collects it.

No one filed to run against either the DA or the Sheriff, they must be doing an ok job. The Texas Office of Court Administration keeps statistics, by county, on criminal cases – how many of each kind, how they’re punished, indigent or not… go check it out…
In case you didn’t know, first time felony drug offenders are required by law to get probation. Similarly, court costs are set by the State. Take that up with your State legislature.
And “cash register courthouse”? Good lord. Have you seen the salaries for our county employees? Have you noticed how outdated and unsecure the courthouse, and how badly it needs to be replaced? You do realize Chief Phelps worked for the City and your complaints seem to be aimed at the county, right?
Take off your tin foil hat and ask around out in the community… the people most unhappy with the current state of law enforcement around here are the criminals.
