BRENHAM CITY COUNCIL TO ISSUE NOTICE OF INTENT FOR $11 MILLION IN CERTIFICATES OF OBLIGATION
The Brenham City Council will take the first step on Thursday in issuing $11 million in certificates of obligation (COs) for water and wastewater system improvements.
Councilmembers will act on a resolution giving notice of intent to issue the COs. The issuance itself would not come until the council’s meeting on March 7th.
Making up the $11 million is $1.9 million for groundwater projects, $1.6 million for the water plant expansion, $1.6 million for water distribution projects and $5.9 million for wastewater collection projects. The water projects include the first phase of the city’s water system expansion, which is currently in the engineering design phase.
Also on Thursday, the council will potentially accept a bid for street resurfacing. The streets that are listed to undergo resurfacing are West Wilkins, West Jefferson, Alma, Crockett, Westwind Drive, Windy, Windswept, Stringer, Lee, Giddings Lane, East Lubbock and Atlow Drive. The city received one bid from Clark Construction of Texas, Inc. for $222,815.
The council will also take up a professional services agreement between the city and Burditt Consultants for improvements at Jackson Street Park. City staff previously worked with Burditt Consultants on a master plan for the park, and it is now time to begin the process of a final design so work can begin this year.
The main pieces of the first phase of the project will be bringing the park up to ADA specifications, restroom enhancements, new playscape areas, electrical improvements, upgrading the pavilion on Mansfield Street, looking at an open air pavilion with newer restrooms, and planning for an additional four to six pickleball courts.
The professional services agreement is for $132,607. During the 2022-23 Brenham Community Development Corporation funding meeting, $715,000 was allocated to begin park improvements.
In other items, councilmembers will consider:
- An interlocal agreement between the city and Washington County to designate the county’s Emergency Management Coordinator, Bryan Ruemke, as the city’s interim EMC. The county approved its end of the agreement during its meeting on Tuesday.
- Purchasing a Yale lift truck from Briggs Equipment for $53,797.
- Recommendations for appointments and reappointments to various city boards and commissions.
- Executive session discussion for an update on Aviators Plus’ lawsuit against the city (Aviators Plus, LLC v. City of Brenham; Cause No. 37896, 21st Judicial District Court, Washington County) and for continued discussion regarding the transition to a new city manager, following Carolyn Miller’s announcement of her plans to retire in March. No action is expected to be taken.
The council will meet Thursday at 1 p.m. at Brenham City Hall.
