BRENHAM CITY COUNCIL TO DEBATE APPROVAL OF IMPACT FEE STUDY

  

The City of Brenham may continue to look into the viability of impact fees.

Today (Thursday), the city council will vote on a professional services agreement with Strand Associates to conduct an impact fee study for the city’s public utilities. 

Impact fees are imposed on developers to help the city recoup capital improvement costs and finance infrastructure needed for new development while lessening the economic impact to citizens.  A study is needed before any fees are adopted.

The study with Strand Associates would not exceed $250,000.  The cost will be spread out over two fiscal years, with $135,000 coming from the city’s wastewater fund, $65,000 from the water fund and $50,000 from the general fund.

The time to perform the scope of services as outlined in the agreement is through March 1, 2024.

Also at today’s meeting, the council will consider appointing 16 people to the city’s project working group for its small area plan, a long-range planning document for the land surrounding the proposed Brenham Family Park.  The group includes the property owners within the approximately 600 acres in the subject area, as well city councilmembers and board representatives, TxDOT and local design professionals. 

There will also be action on a resolution re-adopting the guidelines and criteria for granting tax phase-in in a city reinvestment zone.  The tax abatement policy has not seen changes since 2017, but city and Washington County officials intend to review the policy and bring back any recommended amendments to the council for consideration in the future.  

An executive session will be held for discussion with the city attorney regarding Aviators Plus, LLC v. City of Brenham, Texas, Cause No. 37896, 21st Judicial District Court, Washington County.

The council will meet at 1 p.m. at Brenham City Hall.
