BRENHAM PLANNING & ZONING GIVES RECOMMENDATION IN FAVOR OF CLUSTER HOUSING PROPOSAL
A proposed cluster housing development in Brenham took a step forward on Tuesday following a vote by the Brenham Planning and Zoning Commission.

zoning for the 5.73 acres intended for the single
family residential development.

Commissioners moved 6-1 in favor of recommending that the city council approve a Planned Development District classification for 5.73 acres at 708 Seelhorst Street. Jeremy and Chelsea Bowie of Chelsea Build LLC are looking to build 32 single-family residential units as part of a development called “The Cottages Downtown”, which will incorporate several community amenities and provide right-of-way dedication for the widening of Seelhorst Street.
The commission’s recommendation to the council calls for requirements that the developer increase the height of the privacy fence being placed along the west property line from 6 to 8 feet; set minimums of 80 percent brick, stone or masonry-like materials for each home and build the homes with 30-year asphalt shingles or equivalent; and work with the city to relocate the dumpster at least 30 feet from the property line.

The developer revised its plans from when the commission tabled the proposal at its April meeting, adding four more parking spaces on the east side of the property, bringing the total parking to 64 off-street spaces for the 32 units. The changes to add privacy fence and put in more parking were in response to feedback from citizens, who have expressed concern about traffic, drainage, the lack of a bufferyard between the development and the single-family uses to the west, and the density of the project.
Commissioner Cayte Neil voted against the request, stating she believed the project concept was good but that the proposed location is not the best fit.
Commissioners unanimously approved the two other items that came forward for consideration.
One of those was a commercial replat for Blinn College-owned land located south of Old Mill Creek Road, east of Oak Tree Crossing Drive and north of Robert C. Appel Drive. The replat will combine tracts totaling 79.56 acres and is for the purpose of future development.
The other was a residential replat request from Clayton and Kellie Collier regarding a 5.69-acre lot addressed as 1402 West Jefferson Street. The replat allows the applicants to proceed with the third phase of the Wilkins Valley subdivision, adding another 28 lots.
