BIDS FOR NEW ANIMAL SHELTER AND EXPANSION OF LIBRARY APPROVED BY CITY COUNCIL
The Brenham City Council voted to approve Bid No. 15003 for the Construction of the City of Brenham’s Pet Adoption and Animal Care Facility, and to approve awarding the Bid to Collier Construction in the amount of 2,699,005.
The project was extensively evaluated to cut any unnecessary expense without compromising serviceability needs.
All of the bids received were significantly over the estimated projects. Option 1A has very little square footage reduction with significant value engineering cuts to bring the construction down the to $2.6 million dollar bid. Option 1B had more significant square footage reduction, but the only real difference between the two comes down to square footage cuts and how it impacts future growth. Both options provided the integrity of the original commitment quality kennels, odor control, noise control, air cleanliness, and other concerns.
City Council also awarded Bid No-15-006 to Collier Construction for the expansion and renovation of the Nancy Carol Roberts Library, base bid in the amount of $3,083,000 and an alternate plan of adding an Outdoor Reading Room.
Three bids in total were received in addition to Collier Construction; Dudley Construction LTD presented a base bid of $3,700,000, and Teal Construction’s base bid was $3,457,000
City Staff and the Komatsu Architecture Team reviewed the bids and recommended Collier Construction, in part because Collier has completed twenty-five libraries and library renovations, including public libraries for the City of LaGrange, City of Trinity and Sam Houston State University.
The two alternate structure would include the Outdoor Reading Room in the amount of $25,000.
The Council also spent considerable time discussing the Special Events Policy for the City of Brenham.
Some of the items discussed were definitions and redefinition of terms such as “events,” “Special Events,” “Street Closing Event,” “Parade,” “Run,” and “Gathering.”
Also discussed on that topic was the change in fees for setting up these events. Most notably:
There will be an Event fee of $25.00 when the application is submitted, and a $100 Event fee will be due and payable to the City ten days prior to the event.
Special Event Application fee of $50 will be paid when the application is submitted, and the minimum amount to be charged for the Special Event will be $2,000, and the City will provide a cost estimate and the applicant will be invoiced for all applicable services and other expenses after all the event have been accounted for.
Also approved was the request for a Noise Variance from the Brenham Maifest Association for the Maifestival Events to be held on May 1, from 6:00 to Midnight, May 2, from 6:00pm to midnight, and May 3, from Noon until 4:00pm at Fireman’s Park.
