BRENHAM CITY COUNCIL TO REVIEW NOISE ORDINANCE IN WORK SESSION

  

The Brenham City Council will go over the city’s noise ordinance at a meeting today (Thursday).

During a work session, the council will evaluate the ordinance and a number of its characteristics.  Discussion is expected to cover how the ordinance addresses noise created by traffic; how it takes into account noises that are considered annoying but are still under applicable decibel limits; the noise standard that should be applied when neighboring properties are in two different zoning districts; and what steps need to be taken to protect music tourism and Brenham’s “Music Friendly Community” designation.

Recently, city staff took decibel level readings around the city and gave the results to the economic development subcommittee.  Their conversation included potentially removing noise provisions from the zoning ordinance, adding decibel limits to the noise nuisance ordinance, determining appropriate decibel limits for different zones and times of day, and measuring noise level at the property line of the receiving property rather than the noise maker. 

In other business, the council will take up orders calling for the council’s general election and Ward 3 special election to be held on May 6th.

Also at today's meeting, councilmembers will consider:

  • Executive session discussion with the city attorney regarding City of Brenham v. WTG Gas Marketing, Cause No. 37573, 335th Judicial District Court, Washington County; Aviators Plus v. City of Brenham, Cause No. 37896, 21st Judicial District Court, Washington County; and the Texas Public Information Act, the Texas Open Meetings Act and associated legal matters.
  • An amendment to the professional services agreement with Strand Associates for engineering services related to water source evaluation and water treatment plant expansion.
  • A resolution authorizing the submission of a grant application to the Texas General Land Office for the Community Development Block Grant Mitigation Regional Method of Distribution Program for road and drainage improvements on Lott Lane.
  • A resolution authorizing the acceptance of a grant from the Office of the Governor, Public Safety Office, Criminal Justice Division for the 2023 Bullet-Resistant Shield Grant Program.
  • An ordinance on its first reading authorizing the placement of a stop sign on Marjorie Street at the intersection of Atlow Drive.
  • A resolution authorizing the acceptance of public infrastructure improvements in the Vintage Farms subdivision, Phase 5.

The council meets today at 1 p.m. at Brenham City Hall.

  1. City of Dallas are using a company that does smart noise monitoring to assess breaches of ordinance.

    Seems like a good way to solve these problems without officers spending all night taking readings
